City Manager
§ 2.04.010 — Office created [City of AI, ME]
The office of City Manager is hereby created and shall serve as chief executive officer of the City of AI, appointed by and serving at the pleasure of the City Council.

Mayor

The Mayor may veto an ordinance within 10 days of adoption; the Council may override a veto by two-thirds vote.

The Mayor shall deliver a State of the City address to the Council and the public within 30 days of the start of each fiscal year.
City Council Procedures
§ 2.12.010 — Regular meetings [City of AI, ME]
The City Council shall meet at 6:30 p.m. on the first and third Tuesday of each month in the Civic Hall Chambers. Meetings open to the public are also streamed online.

Special meetings may be called by the Mayor or by written request of four Council members, with at least 48 hours' notice.

Five Council members constitute a quorum.

Salaries of Council Members

Each Council member receives an annual salary of $32,400, adjusted annually by the change in the Northeast urban CPI.

The Council President receives an additional stipend of $7,500 per year.
Local Campaign Contributions

No person may contribute more than $1,000 to a candidate for City of AI elective office in any election cycle. Aggregate contributions from members of the same household are subject to the same limit.

Candidates shall file quarterly contribution and expenditure reports with the City Clerk and the Maine Commission on Governmental Ethics and Election Practices.

Candidates may participate in the City of AI Clean Elections Program, modeled on the Maine Clean Election Act, by collecting qualifying contributions of $5 each from registered voters of their district.
Community Redevelopment

This chapter empowers the city to designate redevelopment areas under 30-A M.R.S. § 5101 et seq. and to use tax increment financing in furtherance of community priorities.
§ 2.20.020 — Redevelopment plan [City of AI, ME]
Each redevelopment area requires a written plan adopted by Council ordinance after a public hearing, with findings on blight, displacement, and inclusive economic outcomes.
City Commissions

The following standing commissions are established: Planning Commission, Library Board, Parks Commission, Arts Commission, Cultural Heritage Commission, Civilian Police Review Board, Resilience and Sustainability Board, and Utility Rate Board.

Each commission shall include between five and nine residents appointed by the Mayor with the advice and consent of the Council, serving three-year staggered terms.

City offices observe: New Year's Day, Martin Luther King Jr. Day, Presidents' Day, Patriots' Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Indigenous Peoples' Day, Veterans Day, Thanksgiving Day and the day after, and Christmas Day.
Meetings of City Council and Commissions

All meetings of the Council and city commissions are open to the public in accordance with 1 M.R.S. § 401 et seq.

Executive session may be entered only for purposes enumerated in 1 M.R.S. § 405(6) by recorded vote.
Officers' Bonds

The City Clerk, Director of Finance, and Tax Collector shall furnish faithful-performance bonds in amounts set by Council resolution, premiums paid by the city.
Digital Signatures
§ 2.50.010 — Authority [City of AI, ME]
Digital signatures meeting the Maine Uniform Electronic Transactions Act (10 M.R.S. § 9401 et seq.) are valid for all city transactions, except where this code expressly requires a wet-ink signature.
Parks and Recreation

The Department of Parks and Recreation is established under the direction of a Director appointed by the City Manager.
§ 2.56.020 — Rules [City of AI, ME]
The Director may adopt rules governing public conduct in parks, hours of operation, off-leash dog hours, pool use, and recreation-league participation. Rules are posted at park entrances and on the department page.
§ 2.56.030 — Park hours [City of AI, ME]
Unless otherwise posted, parks are open from one hour before sunrise until one hour after sunset. No person shall remain in a park after closing without permit.
Unclaimed Property
§ 2.60.010 — Disposition [City of AI, ME]
Property coming into city custody that remains unclaimed for 120 days shall be disposed of by public auction, by destruction if of no value, or by transfer to a charitable organization, in accordance with 33 M.R.S. § 1951 et seq.
Personnel System

All regular full- and part-time city positions, except those expressly excepted, are in the classified service and filled by merit examination.

The Director of Jobs serves as the city's chief personnel officer.

Employment with the City of AI is open to all qualified persons without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, ancestry, age, marital status, disability, veteran status, or any other status protected by the Maine Human Rights Act.
Personnel Rules and Regulations

Personnel rules adopted by Council resolution govern recruitment, examination, certification, appointment, probation, training, classification, compensation, leave, grievance, and discipline.

Conflict of Interest Code

Community Benefit Districts
