Drunkenness

§ 9.20.010 — Public intoxication—Civil response [City of AI, ME]

Public intoxication is addressed primarily through health and shelter services. Peace officers may transport persons incapacitated by alcohol or drugs to a detox facility under 5 M.R.S. § 20047.

Alcoholic Beverages

§ 9.22.010 — Public consumption [City of AI, ME]

Consumption of alcoholic beverages is prohibited in public places except where expressly permitted at licensed events under Permit Central permit.

§ 9.22.020 — Open container in vehicles [City of AI, ME]

Open containers of alcohol in motor vehicles are prohibited consistent with 29-A M.R.S. § 2112-A.

Hotel, Motel and Lodging Operations

§ 9.25.010 — Registration [City of AI, ME]

Lodging operators shall register guests in accordance with 30-A M.R.S. § 3811 and shall comply with the transient occupancy tax provisions of § 3.44.

Social Host of Parties (Underage Drinking)

§ 9.30.010 — Liability [City of AI, ME]

A social host who hosts a gathering at which alcohol is consumed by a person under 21 may be liable for a civil penalty of $500 for the first offense and $1,000 for any subsequent offense within 12 months.

Sleeping in Public

§ 9.36.010 — Shelter-first policy [City of AI, ME]

Persons resting or sleeping in a public place shall be offered shelter resources by city outreach before any enforcement action. No person shall be cited under this chapter when shelter is not available.

Disturbing the Peace

§ 9.40.010 — Disturbing the peace [City of AI, ME]

No person shall make loud, unreasonable, or unusual noise that disturbs the peace and quiet of any neighborhood or person.

Bicycling, Dockless Vehicles

§ 9.42.010 — Helmet for minors [City of AI, ME]

Bicyclists, scooter riders, and e-bike riders under 16 shall wear a helmet meeting CPSC standards.

§ 9.42.020 — Sidewalk riding [City of AI, ME]

Riding a bicycle, scooter, or other dockless device on a sidewalk in a designated business district is prohibited; riders shall use streets, bike lanes, or shared paths.

Noise Regulations

§ 9.44.010 — Standards [City of AI, ME]

Noise from any source on private property shall not exceed: 55 dBA daytime / 45 dBA nighttime (10 p.m. – 7 a.m.) at any residential property line. Outdoor construction is restricted to 7 a.m. – 7 p.m. Monday – Saturday.

§ 9.44.020 — Amplified sound permit [City of AI, ME]

Outdoor amplified sound for events requires a permit specifying location, decibel limit, and end time.

§ 9.44.030 — Exemptions [City of AI, ME]

Emergency operations, snow removal, and lawful school and place-of-worship activities are exempt.

Urban Forestry

§ 9.56.010 — Permit for street tree removal [City of AI, ME]

Removal of any street tree larger than 6 inches DBH in the public right-of-way requires a permit from Sustainability and Environment.

§ 9.56.020 — Replacement [City of AI, ME]

Each removed street tree shall be replaced at a ratio of 2:1 from an approved species list, planted by the city or at the owner's expense in lieu.

Abandoned Shopping Carts

§ 9.66.010 — Containment plan [City of AI, ME]

Retailers shall maintain an approved shopping cart containment plan. Abandoned carts may be impounded by the city; retailers may recover carts within 30 days upon payment of $25 per cart.

Graffiti

§ 9.70.010 — Nuisance [City of AI, ME]

Graffiti is declared a public nuisance and shall be removed by the property owner within 14 days of notice. The city offers free graffiti-removal kits to owners through Customer Service.

§ 9.70.020 — Sale of certain implements [City of AI, ME]

Sale of broad-tip permanent markers and aerosol paint cans to persons under 18 is prohibited.

Littering, Weeds, Rubbish

§ 9.72.010 — Litter prohibited [City of AI, ME]

Throwing, dropping, or depositing litter on any public or private property other than into a designated receptacle is prohibited.

§ 9.72.020 — Weeds [City of AI, ME]

Property owners shall maintain weeds and grass on their property at a height not exceeding 12 inches, except in declared meadow, pollinator, or natural area programs.

Aggressive Solicitation

§ 9.75.010 — Aggressive solicitation prohibited [City of AI, ME]

Solicitation that involves intimidating conduct, physical touching, persistent following after refusal, or blocking pedestrian or vehicle paths is prohibited.

Curfew

§ 9.80.010 — Minors [City of AI, ME]

Persons under 17 shall not be in or upon public places between 11:00 p.m. and 5:00 a.m. (Sunday – Thursday) or between midnight and 5:00 a.m. (Friday – Saturday), except when accompanied by a parent, when traveling to or from a lawful activity, in an emergency, or exercising First Amendment rights.

Firearms

§ 9.92.010 — Discharge prohibited [City of AI, ME]

Discharge of a firearm within the City of AI is prohibited except: on a licensed range; in lawful self-defense; by peace officers in performance of duty; and in lawful hunting in zones designated by the Maine Department of Inland Fisheries and Wildlife.

§ 9.92.020 — Concealed in public buildings [City of AI, ME]

Possession of firearms in city buildings, including Civic Hall, libraries, recreation centers, and the Municipal Court, is restricted in accordance with Maine state law.
